The Odisha State Pollution Control Board (OSPCB) on June 03, 2026, notified regarding the Mandatory Registration of Bulk Waste Generators under Solid Waste Management Rules, 2026.
The following has been stated:
• It states that the Ministry of Environment, Forest and Climate Change has notified the Solid Waste Management Rules, 2026, replacing the 2016 Rules, with effect from April 01, 2026. Under Rule 6, all Bulk Waste Generators (BWGs) are required to take responsibility for the waste they generate and ensure its proper management in coordination with local bodies. An entity qualifies as a BWG if it meets any one of the following criteria: building floor area of 20,000 sq. m. or more, water consumption of 40,000 litres per day, or generation of 100 kg or more of solid waste per day.
• The Rules cover institutional establishments, commercial establishments (including hotels, hospitals, malls, airports, industrial units, markets, stadiums, convention centres, etc.), and residential societies. BWGs shall register with the concerned local body through the Central Pollution Control Board's centralized online portal and comply with Extended Bulk Waste Generator Responsibility (EBWGR) obligations, including the processing of wet waste and the environmentally sound management of dry, sanitary, and special-care waste.
• The centralized SWM portal became operational on May 31, 2026, and eligible entities are required to register through the SWM CPCB Portal at the earliest.
